How It Works

Stakeholder Engagement

It directly engages stakeholders—including businesses (MSMEs and large corporations), government agencies (LGUs and NGAs), and communities—through nationwide consultations to identify bottlenecks and challenges firsthand.

Public-Private Partnership

The private sector, through organizations like Buklod Bayani/EASE Foundation, acts as ARTA’s “multiplier force” to accelerate the streamlining of government business permitting systems.

Best Practice Sharing

The program convenes stakeholders to share and compare best practices from progressive local government units and other economies.

How It Works

The primary goal of OPPS is to simplify business-related permits and licenses by targeting three specific metrics:
1. Simplify Steps: Remove unnecessary steps and retain only relevant processes.
2. Reduce Requirements: Eliminate non-mandated requirements imposed on businesses.
3. Shorten Duration: Reduce the overall processing time for permits and licenses.

Ultimately, the program is a central component of a larger strategy that includes recognizing reform champions through the Buklod Bayani Awards, improving feedback through the revival of Hotline 117, and promoting sustainability with an ESG Impact Seal.

Launching in 2026, the Buklod Bayani Impact Seal will serve as a movement-wide mark of trust and credibility, recognizing institutions and enterprises that demonstrate measurable commitment to inclusivity, accountability, and nation-building.

The Impact Seal will:

  • Certify impact through clear, transparent evaluation criteria.
  • Encourage organizations to integrate inclusive practices into their operations and governance.
  • Amplify recognition for partners who are actively shaping a fairer, more sustainable economy.

n 2026, we are set to relaunch the historic Hotline 117 with a bold new mission: to become a direct line for business empowerment.

Originally known as
Patrol “117”, the hotline was a lifeline for community safety and civic partnership. Today, we are building on that legacy by transforming Hotline 117 into a tool for entrepreneurs, investors, and businesses to cut through red tape and foster a stronger business climate in the Philippines.

The revived Hotline 117 will:

  • Serve as a primary channel for reporting regulatory bottlenecks, delays, and fixers.
  • Connect business concerns directly to partner agencies such as ARTA.
  • Provide a feedback loop that drives systemic reforms and streamlines government services.

Currently in development, Hotline 117 will soon be piloted as a vital platform for ensuring that every business—whether MSME or large-scale investor—has a voice in shaping a more efficient and transparent economy.
